Regulation of Boxing Matches in States Without Boxing Commissions

(Approved by the Membership on August 2, 2002)

• Boxing matches may not be held in a State without a boxing commission unless the boxing matches are regulated by a boxing commission from another state (not merely an individual from another state); or, if no state boxing commission is available, by the Association of Boxing Commissions.

• If the boxing matches are to be held in a State without a boxing commission, and a state boxing commission agrees to regulate the boxing matches, the following procedures shall be followed:

• The promoter of the boxing matches shall seek, and obtain, the written approval of an appropriate state government official for the boxing matches to take place in that State

• The promoter of the boxing matches shall provide to the boxing commission that will regulate the boxing matches the following written declarations:

• The amount of compensation to be paid to the boxing commission for its regulation of the boxing matches (the monies to be held in escrow by the ABC for payment to the boxing commission)

• That there will be compliance with the federal law, the recommended regulatory guidelines certified and published by the ABC, and any additional regulations applicable to the state boxing commission regulating the matches by all who participate, directly or indirectly, in the boxing matches

• That each boxing match will be subject to the approval of the state boxing commission, and, absent court intervention, such a decision will be final

• That the appointment of officials for the boxing matches will be within the sole discretion of the state boxing commission

• That the promoter will post a surety bond, cashier’s check, letter of credit, cash or other security with the state boxing commission to ensure the payment of purses and all other expenses related to the boxing matches

• That the promoter will provide each member of the state boxing commission and its staff participating in the regulation of the boxing matches with a liability insurance policy in the minimum amount of $2,000,000.00

• A copy of the promoter’s declarations shall be provided to the President of the ABC at least 15 days prior to the holding of the boxing matches

• If the boxing matches are to be held in a State without a boxing commission, no state boxing commission is available to regulate the boxing matches, and the ABC agrees to regulate the boxing matches, the following procedures shall be followed:

• The promoter of the boxing matches shall seek, and obtain, the written approval of an appropriate state government official for the boxing matches to take place in that State

• The promoter of the boxing matches shall submit a written request to the President of the ABC regarding the regulation of the boxing matches by the ABC, certifying that no state boxing commission is available to regulate the boxing matches

• If the ABC agrees to regulate the boxing matches, the President of the ABC shall designate, from among its member boxing commissions, those officials necessary to regulate the boxing matches

• The promoter of the boxing matches shall provide to ABC the following written declarations:

• The amount of compensation to be paid to the individuals who will participate in the regulation of the boxing matches (the monies to be held in escrow by the ABC for payment to the designated individuals)

• That there will be compliance with the federal law and the recommended regulatory guidelines certified and published by the ABC by all who participate, directly or indirectly in the boxing matches

• That each boxing match will be subject to the approval of the members of the ABC who will regulate the boxing matches, and, absent court intervention, such a decision will be final

• That the appointment of officials for the event will be within the sole discretion of the members of the ABC who will regulate the boxing matches

• That the promoter will post a surety bond, cashier’s check, letter of credit, cash or other security with the ABC to ensure the payment of purses and all other expenses related to the boxing matches
